Responsibilities:
Under the general supervision of the designated Functional Unit the senior facilitator will be involved in:
Management tasks:

In close consultation with UNHCR, facilitate coordination of service provision and other defined activities in camps, urban and rural settings in Northeast Syria.

Support the affected community/ or camp population’s mobilization and participation in the community-based structures.
-
Monitor service provision in the camp/ to the community by all actors in accordance with the criteria, guidelines, and methodology provided by UNHCR.
-
Collect information on provided assistance and services and any gaps.
-
Build good relationships with all actors present in the camp/ area, including community leaders, to facilitate networking and information gathering that could enhance the humanitarian assistance provided
-
Facilitate joint assessments, needs analysis and identification of gaps in all sectors, including camp infrastructure and shelter projects.

Serve as an entry point for UNCHR visit into new geographic locations and provide mission support.
-
Support UNHCR in the coordination role of sectors led by UNHCR, mainly with Shelter/NFIs sector.
Engineering Tasks:
-
Monitor and assess the shelter situation and gaps in camps and infrastructure and for urban and rural settings.

Report on daily activities and observations to UNHCR focal points
-
Prepare an analytical report on the information gathered in accordance with the established weekly work plans
-
Attend coordination and working groups meeting as requested by UNCHR.

Survey locations with occurring displacement with the objective to propose effective shelter solutions
-
Monitor the implementation and maintenance of shelter projects and other livelihoods economic infrastructure rehabilitation (markets, bakeries..)

Gather information on shelter and infrastructure gaps to enable UNHCR’s decision making for suitable interventions
-
Perform other shelter and livelihood activities as requested by UNHCR focal point.

Under the supervision of the designated Functional Unit the facilitator (designated as a surveyor) will be requested to perform the following:

Preparation of land surveys with all necessary surveying equipment:
-
Total station
-
Level measuring device (Nivo)
-
Prisms, Tripods, etc.

Qualifications:
-
For General shelter: University degree in civil engineering or in a field related to the scope of work.
-
For surveyors: topographic surveying or equivalent degree.
-
At least five to ten years of progressively responsible relevant work experience in project/program management and monitoring. Experience in collecting and compiling quantitative and qualitative data is an asset.

Experience in leading a team and in the coordination of different actors.
-
Experience working in a humanitarian context is an asset (UN or NGO programs/projects)
-
Relevant technical experience related to the scope of work.

Experience in planning shelter construction activities in the field.

Experience in working in public infrastructure projects
-
Fluency in Arabic, and preferably good knowledge of written and oral English.

Excellent analytical skills, including the ability to analyze diverse and complex information from a wide range of sources to make analytical statements to inform decision-making.

Good communication and networking skills, including the ability to work in multi-disciplinary teams as well as establishing and maintaining close working relationships with a variety of implementing partners and counterparts at different levels.

Good computer skills, including experience with various management and technical engineering software applications, with more focus on computer skills linked to the scope of required work, e.g AutoCAD, Ms. Projects.

Surveyors are expected to be in possession of surveying tools and equipment.
